fossil: time warp until they shattered it
All your timewarps are belong to us.
Warping into the future with fossil 2.1 support
also featuring --use-done-feature with --notes.
Since 2017-03-12 the official SQLite fossil
repository has required fossil 2.0 or later to
access it.
Therefore update everything to be based on an
official fossil 2.x release to compensate.
