Restore `stg sink --nopush` capability

The --nopush option of `stg sink` is supposed to make it so that no
patches are pushed-back after the sunk patches are relocated. However,
this feature seems to have become broken in 54ab5bd (2009).

Restore this capability and add some tests to avoid regressing again in
the future.
